Locutus of Borg was the result of the assimilation of Captain Jean-Luc Picard prior to the Battle of Wolf 359. Although Locutus was primarily responsible for the decimation of defense fleet of 39 Federation starships, Picard was recovered and removed from the collective by the USS Enterprise-D shortly afterward. However the Borg, seeking a way to assimilate the Alpha Quadrant, have used a Dominion Cloning Facility in order to create a clone of Locutus, whose objective is to oversee the assimilation of the Federation and acquire an Omega Particle discovered by the Romulans.
